John E. Graykowski, Esq.

John Graykowski is currently a Principal of Maritime Industry Consultants, www.maritimeconsults.com, specializing in maritime and transportation policy.  He represents primarily maritime industry clients in the Congress and federal government agencies.  Prior to this, he served as Senior Vice President and General Counsel of Aker Philadelphia Shipyard, Inc. and was also responsible for business development and government affairs.   He was a partner in the Washington, D.C. law firm, Dyer Ellis & Joseph (now Blank Rome, LLC) and also a senior associate in two other Washington, DC law firms.

He was appointed by President Clinton to serve as Deputy Maritime Administrator in the U.S. Department of Transportation and also served as Acting Administrator for two years.  During his tenure at the Maritime Administration, Mr. Graykowski was responsible for the management and implementation of maritime programs and policies including implementation of the National Shipbuilding Initiative, operation of the Title XI loan guarantee program and development of the Marine Transportation System (MTS) initiative.

Mr. Graykowski has over 15 years of professional experience on Capitol Hill serving in senior staff positions in both the House of Representatives and the United States Senate, concluding his tenure on Capitol Hill as Senior Counsel to a Subcommittee of the Senate Commerce Committee.

Mr. Graykowski received his undergraduate degree from The State University of New York (magna cum laude), an MA from George Washington University, and a JD from Catholic University. He is admitted to practice law in the District of Columbia.
