Paul Bea
Paul Bea is a government relations and policy advisor specializing in the marine transportation system. In 2006 he formed PHB Public Affairs after over 25 years as Washington Representative of the Port Authority of New York & New Jersey and manager of its multimodal Federal agenda. His policy and program experience includes water resources, infrastructure finance, port gateways, freight system improvement, environment, navigation safety, and homeland security.He was appointed by Secretary Norman Mineta to the Marine Transportation System National Advisory Council and participates in the Joint Ocean Commission Initiative Legislative Advisors group. He also served on the Board of Advisors of the Eno Transportation Foundation. Paul created and moderated for 22 years the Washington Port Representatives organization. He helped establish the Marine Navigation Safety Coalition to advocate for Federal navigation services programs on which mariner, boater and the research communities rely.
Since 2001 he has chaired the Coastwise Coalition to advocate with others the expansion of U.S. surface transportation capacity through marine transportation. Paul has developed the marine transportation system blog, MTS Matters, at www.mtsmatters.com.
Paul is affiliated with The Ferguson Group, LLC government relations group and with Maritime Transport & Logistics Advisors, LLC. He is on the board of the New York-based non-profit organization Families of September 11.
